实际上，人类历史上大多数时期，劳动者的工作时间并没有限制，也经常超过十二个小时。1923年以前，美国钢铁厂普遍实行的就是2班-12小时工作制。目前普遍实行的8小时工作制，始于一战以后，1920年代，美国社会在欧洲影响下的左倾进步主义运动，工会运动，和美国政府的干预（为了选票）。在政府层面来讲，这个运动的策划者是当时的商务部长，后来的总统，Herbert Hover，他怂恿和说服了当时的总统Warren Harding推进了这项运动，Harding-Hover interference, 在工会的配合下，首先将美国钢铁厂工人的工作时间缩减到8小时，8小时工作制也在后续的十年中渗透到各行各业，最终通过1938年的Fair Labor Standards Act (FLSA) 成为正式的法律。这项法律表面上在保护劳动者的利益，实际上，干涉了自由市场的自由交换原则，伤害了愿意接受高时长劳动者的收入，增加了企业成本，但是通过降低劳动时间的方式变相增加了就业率，所以受到工会欢迎。美国社会的左倾主义运动，始于20世纪初期，特别是一战以后，这个左倾主义病毒大多数来自欧洲，8小时工作制只是例子之一。另外
